I can understand some of the reasoning:

This measure prevents garage-owners to consume on-street parking spaces when they have the option to store their car in a garage.

This measure encourages garage-owners to rent out under-utilized garages or convert their garages into micro-studios which will promote the use of unused space in the city and either remove more cars from the street or provide more housing.

This measure creates a disincentive to people who don't own cars to take up properties which offer parking. The city has a public interest in car-owners living in units with garages and non-car-owners to not occupy those units.

In general, the measure seems very logical. It maximizes land use and utility of land. I'm surprised so many posters here seem vehemently opposed to it when it clearly is promoting a logical use of land space. Invasive? More like a slap on the wrist for the idiots who have a garage but fill it up with blankets and clothes from when they were teenagers. Go rent a storage unit or move into a garage-less property.

These sort of local ordinances are common in many places. Silly for someone to try to politicize it as a liberal vs. conservative kind of thing.

It's actually a good example of local-control government at work, a concept that should send tumescence to the OP's conservative lil thingamabobber. A municipality has a unique problem with street parking, then enacts a local ordinance to help solve the issue. Did it work? I dunno, but it's area-specific and certainly doesn't sound like the heavy hand of commie pinko lib-rulls to me.

Blah blah blah. We had very similar rules and regulations in Lake St. Louis, Missouri. The place was so conservative that the Walmart Superstore was located on Ronald Reagan Boulevard.
