Yes too general of a term, what in your mind means safe to you? A gated neighborhood? Lack of foot traffic through neighborhoods at night? A strong police presence?

Also, since you asked only which cities you should look at within Sacramento County, your choices are:

City of Citrus Heights,
City of Elk Grove
City of Folsom
City of Galt
City of Isleton
City of Rancho Cordova
and City of Sacramento

300 can get you something decent and at least in my mind be "safe". I hate the topic of safe because its impossible for people to agree about this.

Under $300,000 and safe, are usually not used in the same sentence anywhere around here. The closer to the water, the higher the $. You may want to consider a condo/ townhouse.

I think this crime mapper is most comprehensive / up to date -- RAIDS Online: Regional Analysis and Information Sharing

There are relatively safe and inexpensive areas inside Sacramento city for under 300, i.e. Tahoe Park, Colonial Heights, or even smaller houses on some streets in E. Sac.

A lot of the nicer areas, i.e. E Sac, Elmhurst, Land Park, have higher crime rates in terms of theft and break ins. Whereas the more affordable areas like Tahoe Park has lower crime rates, depending on particular streets, because of (1) lesser through traffic, and (2) fewer expensive things to steal.

Take a look at the past year, and just avoid the hard crime / gang activity areas and you'll be fine. But if school district becomes a concern you'll probably want to buy a tiny cottage in some place like E. Sac.

My own burb of Antelope is relatively cheap and is part of the excellect Roseville school district. There were a few "man bites dog" incidents of robbery recently, but overall the place is very safe.

People walk down the street in the worst neighborhoods without getting murdered all the time, so that doesn't really say anything.

I'm fairly risk tolerant, but much less annoyance tolerance. That's largely luck. Where I am, it's pretty quiet. Five or so houses down the neighbors are always out drinking in the garage and smoking weed. It doesn't impact me as they aren't THAT loud, but I'd hate to be next door to them.
