First, the trains on the California High-Speed Rail may be built by either Japanese or Chinese companies. That contract has not been awarded yet, but it will be one or the other. The Chinese are very much still lobbying to be a part of it.

Second, the CAHSR is projected by third party sources to make as much as $1 billion per year. That's way more than paying for its own maintenance once it gets going.

Third, why would the Chinese care if the HSR pays its way? They don't get that money, the state does. And it comes after all infrastructure and trains are already in place.

Well, they are not acting the same towards the CAHSR as they are the one to LV. They are not partnering, they are trying to get work contracts.

The projections are a joke, especially since they ran the route to please politicians, not the potential riders.
