holy cow: depending on what we are judging this on: I guess for me and I haven't lived in Ca for many years but do visit, I would say:

if we are truely talking about cities regardless of size:

Glendora

Navato

grass Valley

if you are thinking as in cultural diversity, activities, jobs, etc; ///Sac, San Diego and maybe Marin County.

Monterrey, Carmel-by-the-Sea, Capitola. Paradise. Although I'd never move there, just visit. Wouldn't want those places to become huge abominations like the Bay Area or LA.
