Plus many people (legal and illegal) sign up for insurance, pay the first month so they qualify for the license and then never pay again letting the insurance expire but they still have a license.

From what I've seen and read, the state of California vehemently disagrees with this statement.

Perhaps the best way to close that loophole (not that it would have much chance at flying, but still...it would work) would be to require payment in full upfront for a standard 6 or 12 month policy for anyone who was a heretofore uninsured person-legal or not-prior to issuing a license. Get some skin in the game, so to speak.

Received my voter information guide in the mail yesterday. I noticed that Mr. Newsom didn't even bother to give a candidate statement. Either he's confident he doesn't need to because he's a sure win or he has nothing really outstanding to declare. Probably both but that's only my thoughts on it.

I saw a commercial for Newsom, his tag line is "Courage. For a Change.", what does that even mean? I know it's an anti-Trump thing as he's going to keep the same direction that Brown has taken us in. Passing laws and taxes that impact the middle class and poors the most. Full steam ahead!

They're demagogues and people love it, gov employees have a self interested to keep the Ponzi scheme going.

If your insurance is cancelled or expires, the insurance company notifies the DMV.

That does not take the license out of anyone's possession and if stopped, well what happens that really matters? If they would drive without insurance, they would (and do) drive without a license. The illegals just change their name and address, get phony ID and ... get another license. It hasn't helped

Southern California mom-of-two Jennifer Brawley had just been rear-ended by a truck driver near Rancho Cucamonga, and was preparing for the post-accident ritual of exchanging insurance information when the driver handed her his cellphone.
A voice on the other end explained that his non-English speaking friend had no coverage.


Police came to the scene and determined the driver had a valid license, and sent him on his way. Brawley, grateful to be unhurt, was nonetheless left with a feeling that something wasn’t quite right. In the push to grant illegal immigrants driver’s licenses, Californians had been assured that doing so would spur them to get safety training and insurance coverage. Nearly a year-and-a-half later, there’s no evidence it worked.



Seems CA does not require insurance for them when they get license:

That might be a little difficult, a thumbprint is required before issuing an AB60 license, just like for all regular licenses. DMV checks the print when someone is attempting to get a new license.
