How come when freeways generate remote development it's derogatorily called "sprawl"?
For me, my preference is to increase density and start building high rises. Let's see how that pans out with all the NIMBYs adamantly blocking high rise construction projects because of the "destruction to quality of life in the region". I have no hopes building high rises would be built quick enough. Thus, HSR would be a viable option.

If a quicker solution exists, that's the choice I'd prefer.

OK, build High Rises in Fresno and Stockton. Oops of no value, so where on earth can they be built that will not:


A. Have a negative impact on life
B. Not bring prices down


The Train will help a few but not the vast majority.

The reference point was from the urban cores, not rural/small town areas.

If its the environment they want to protect by using an inefficient expensive train, they can better spend the 80 billion on clean energy and electric car incentives.

I doubt you can find regular (and inexpensive) flights from Stockton to San Francisco, or from Bakersfield to Los Angeles; and those are examples of the eventual target markets for HSR in California. Unfortunately, these will require heavy capital and land-acquisition costs -- exactly why these hard choices were avoided until the next phase of the program.

Probably not for quite a while, but I'm fairly sure that the people who decided to build first in the Central Valley (where land is relatively inexpensive and potential high speeds are more quickly and easily realized) were aware of this -- it tends to force a few more hands, a few years further along.
