Folsom, with a view of the river and the bridge, easily the winner. That plus proximity to good hiking, biking, shopping and Lake Tahoe.

Sacramento house, near downtown, on small lot might have appeal to those who want easy access to Midtown's vibrant nightlife and dining (once the pandemic is over). Better park the car in the garage due to crime and homeless in the area.

Fresno? Never. 4th worst air quality in the U.S., the smog is bad. Really hot in the summer but unlike Sacramento, no evening breeze to cool off. If I had to put up with those conditions I'd pick Bakersfield. At least from there it's only a couple of hours to L.A. and all that it has to offer.

Stronger breezes in fresno than Sacramento past few years or so. Feels good but obviously not as nice as Sacramento. It's like part-vegas/part sac breeze feeling. Problem is when the breezes don't come.

Edit: fresnans have shaver lake, which is jut 50-1hr+ away for quick escapes. It rarely gets over 90f in shaver lake.
