The Greens elected an Assemblywoman back in the '90s. Both Greens and Libertarians hold local offices in California. There are some Libertarian judges although I have not heard of a Green judge in CA. (Perhaps Matt Gonzalez should run for a judgship in San Francisco....) And this is not to mention that third party candidates in districts dominated by one party have sometimes fared better than the other party.

The "decline to state" crowd has been increasing because of disappointment with the major parties. I've voted for Libertarians and Greens myself over the years along with candidates of both major parties. And yes, even a few Republicans. I wouldn't be averse to voting for a socially liberal Republican especially a libertarian Republican like Tom Campbell. If Campbell gets the GOP nomination and Newsom gets the Dem nomination, I'll vote for Campbell in a heartbeat. I (temporarily) have to live with the mess that Newsom has created and can't wait to escape back to Tony's domain, even though as a whole I like S.F. better as a city its government is even more inept than L.A.'s and L.A. is home....
