It's not more money that 1A - 1E will provide, it is robbing from Peter to pay Pall. Problem occurs when Peter is out of money and he informs the electorate of that fact it will be too late. Money that they want to "borrow" is already set aside for other things that we the people already think we need. I say vote no on at least 1A - 1E. Not sure how 1F would work other than the elected officials will not get a raise in those years that we don't have a balanced budget. How about a proposition where they don't get paid at all? How about balancing the budget in the state like most private enterprise is doing, laying off people. GM and Chrysler just cut many dealerships lose. Why is that? Well people are not buying the cars and they have a need to consolidate dealerships. We as a state are also out of money and have a need to consoidate services and eliminate spending.

Because of course, that's the ONLY place to make cuts. That and fire, police, prisons - you know, unnecessary things.

But a quick glance at the budget shows 57 people employed by the Horse Racing Board, 2328 employed by the Public Retirement office, 865 in Teacher Retirement office, and 11 in the High Speed Rail office. Absolutely none of those positions can be cut.......they're not emotional enough.

Seems we are reaching a saturation point with the majority of voters now either working for the government or do not pay any taxes and in fact live on tax money given to them; this problem of people who not pay taxes being allowed to vote was a big debate even 200 years ago. Now what happens? People who earn money quit working so hard? Move out of the state? More incentive to hide their income? I noted when in London years ago it seemed like an awful lot of people were in the flea market business doing cash sales only. I know in Los Angeles it has been estimated that 40% of all income is not reported.

Every small business owner I know will often let cash payments fall directly in their pocket. Some will even offer discounts for cash payments.

And yes there is a huge black market in California, especially the big cities.

You are correct, except 1A does include several tax increases:
