I think it's supposed to refer to the Canadian reputation of being overly polite and obedient. Watching hockey should dispel folks of that myth. Anyway, yes...lame joke.

So I.m making a couple of big assumptions by returning jokes ,
1. He maybe a Republican and thinks the joke is in someway derogatory toward Canadians ,thinking they are socialist and are obedient nanny state sheeple.thus the gist of the joke.
2. He has a sense of humor and just felt like giving us Canadians a bit of a laugh..
