I am recently retired (so I don't particularly need to find employment) and would like to relocate from Northeast USA to Quebec City. Although I am not French speaking, I am glad to learn to at least a functional level. I'm OK with the cold ...I used to play allot of ice hockey and still love the game. I know Quebec is rich in culture and quite beautiful, but not much more. Any insight or suggestions are appreciated as I begin to explore this possibility. Thanks.

For starters, if you are not aware already you should know that this like moving to a foreign linguistic environment. It is not like moving to Louisiana or Texas when it comes to the presence of the other language. It's more like moving to France or Mexico.
Except for the tourist areas, many people in Quebec city simply don't speak English at all. It is really not like taking a vacation in Paris where you will be able to conduct conversations in English when your French simply doesn't work.
Remember, Although Canada is bilingual, Quebec is unilingual, which means French is the ONLY official language. Most Quebeckers' English could be worse than your French, which level level you might attain.
Language issues aside, why Quebec City in particular? Quebec is not the only city with rich culture and beautiful landscape (I actually don't think Quebec City outside the old Quebec that beautiful or different.)
Additionally, as an American and non Canadian PR (if that's the case), did you think about immigration matters? You simply can't decide to "move" to Canada, just like we Canadians can't simply pack up and move to the US for good.

Did you get permission from immigration to move to Canada? Many older folks are rejected because they want to retire here and take advantage of our healthcare system without having paid into it. Older folks tend to use up a lot of medical resources.
Something to think about.
What specifically would you like to know about Quebec City? I know some general stuff that's interesting about Quebec City, like the wide variety of fantastic festivals that are put on all year long, the great skiing nearby, wonderful nearby natural beauty, and how it's one of the greatest Christmas cities in the world. I'll give you some more detailed info in a little bit when I get the time to do so.
