It also has alot to do with the amount of police on the force and also their professionalism. My wife's cousin is a Philly cop and told stories of how most of the time they just ignore things like drug deals,I've also had first hand experience with getting my vehicle broken into and also nearly ending up in a physical altercation with neighbors...all of which were met by blase' attitudes from the police,like unless it actually involves weapons they don't really want to be bothered.

And no most of the murders are not committed by outsiders,they go to the suburbs to escape it;

Both countries do pretty well in quality of life rankings. The U.S. usually ranks lower most often do to it's horrible crime rates and inequality in its education system. Also, the health are index is pretty sub par compared to the best developed countries, however, Canada doesn't have too much to brag about.

You make a valid point about the police. One of my friend's dad is a Toronto City cop in his 50s and makes over $150,000 a year. The starting salary for a Toronto police constable/ detective is $100,000++
To become a cop in Toronto in the year 2013 is as hard as getting into an Ivy League school. So you essentially get the best and brightest into the Toronto Police Service.

I don't know about the cops in Philly, but the cops in Detroit start at lowly salaries of $30,000. And that is if the city has enough money to hire them. If you want the city of Philly to have better cops, you have to be willing to hire better cops, and sadly, they cost more.

Looked at the number of police officers for fun. Philadelphia has 6700 for 1.6 million people. Montreal has 4600 for 1.9 million people. Toronto has about 5500 for 2.6 million people.

EDIT:

Ottawa: 1300 officers for 900,000 people
Detroit: 2770 officers for 700,000 people

SFO is the only city in the U.S. that pays it cops well. I think around $70,000 .... which is much higher than the national average. Are you telling me that no other city can afford to pay their cops a higher salary?

But this does make sense, NJ does have a large rich, suburban population (most with ties in Manhattan). Interestingly though, the salaries drop for places in NJ with the highest crime. This in a way proves my point. A rich community indirectly demands higher pay for their cops so that they are safe. A poor community cannot do the same. The median cop salary for Camden, NJ with the fifth highest crime in the state is $63,872
and that for Camdem, NJ with the highest crime is $79,656 ..... interesting!
