Probably like anywhere else. Depends on the individual.

He'd be treated like a worker, and socially, like any other immigrant from a closely related culture (typically, people are quite accepting).

Well, if he has the approval of the Canadian Government and a valid work VISA in his hand, he can legally look for work in Canada. In Canada, no work permit, equals no employment. The very FIRST question on most Canadian employment forms is this question........Are you legally able to work in Canada ? Next is prove it. As in show your visa to the interviewer.

So, your question puts the cart before the horse. Apply and be approved as an Immigrant, get your VISA, then look for work in Canada. That's how it works.

A place to start might be here:

IUOE Canada

You might contact their offices and pose whatever concerns you might have along with your stated desire.

Am assuming you may be a tradesperson?

That union was founded as a representative organization primarily of stationary engineers otherwise known as powerhouse tenders that later broadened it's enrollment to include tradespeople from all the other associated trades from electricians to steam fitters to still later, even non-skilled people.

It's also quite common to be sponsored by an employer - either through NAFTA or for a job for which there is a recognized shortage where the employer gets a Labour Market Opinion. In countries like Canadanwith a "points system" many immigrants do come in absed on their skills and then look for a job. In the U.S. it's much more common for the job offer to provide entry to the U.S. Either way has its own process.
