I would guess that Canada tried the 'the people would do what is best for them' approach, and, seeing the appalling results, decided that more aggressive action was needed.
It is a shame, but you have 23,500 deaths by COVID 19 in Canada, and the latest figures show an appalling increase in infections.
What is a government to do? Do nothing, and the people will blame the government for the deaths. Do something, and the people will accuse the government of wanting to destroy liberty and business.
I will say this: our having 560,000 deaths in the United States over the past 14 months has not been great for the economy. Sure, the stock market has done well, but that is not an accurate reflection of the economy. People in high-contact employment, such as fast-food service, are reluctant to return to work.

The Canadian federal government had nothing to do with this. The action was taken by the Premier of one province, Doug Ford. Doug Ford is also the leader of the Ontario Conservative Party. Prior to the pandemic, Ford was an admirer of Donald Trump.
It was a bunch of panicky security theatre so that he'd look "tough" about COVID while the province drowns in variant driven new cases while continuing to do nothing about factories, paid sick days, warehouses, vaccinations for essential workers, construction site safety measures, or anything else that would actually make a difference but upset his donors. A report commissioned to study the lack of/poor response to the LTC/AL homes outbreak is due to be read out today. Ford's in deep doo-doo as it has become quite apparent he was not only aware of the possible outbreaks to come well in advance but ignored all provided information of same to plow ahead with focusing resources elsewhere. I think his culpability will be very apparent to everyone.
I sense (sincerely hope) his days are numbered.
