Sometimes it is reversed- the woman doesn't want marriage. And frequently it is when the woman has much more money than the guy. I think two people can be entirely committed to each other and not get married. But when there is cheating it is time to leave.

Sure ......some folks stay together for decades without getting married. But you gotta ask yourself "Why would a license turn the relationship sour?" You're still with the love of your life. The feeling shouldn't change. If it does change, you gotta ask why??
How can you say she wasted 12yrs? You don't know what their relationship was like in those 12 years. (the happy times, dates, vacations, gifts, etc.)
It may have been happy times but if she spent most of those 12 years hoping it was going to end in marriage then it's truly wasted time.
A dead end relationship is no different than a dead end job; you may have some good times but if you feel the need to progress you're going to be ultimately disappointed.
