Using Skype as a replacement for voice on a smartphone (access, plans)

I've used an unlimited calling Skype account as a replacement for my landline for years and I'm wondering if there are any unlimited data Smartphone plans that allows for unrestricted use of Skype?

I should only expect to pay for unlimited data (no voice plan) and have no restrictions when accessing Skype, even to call other phones.

Does such a plan exist?
