You may have to contact the Virginia General Assembly, who would of been the authority in 1794.
I'd try the Charleston Gazette and ask about Charleston historians, or (WAG here) the WV Division of Culture and History. Someone knows, it's just finding them that's the problem, most bureaucrats have no idea of what their left hand is up to, much less what the guy two doors over is supposed to be doing!
