I only looked at some brief data on your trade and your area (Chicago) and it seems Chicago and New York are in the top tier for garbage collectors. Seems like one could make $60K/yr in those areas.
However what I found is that there are many places in the country that are much lower than the rate you listed for Charlotte, some down in the $11-$13/hr range. So it would seem like (with many things) Charlotte is in the middle. I assume part of it may be due to the fact that there are people willing to take $17/hr rate.
So at $17/hr annualized is $35,360, which I think puts a garbarge collector slighty higher than a teacher's starting salary which last I looked was around $32K/year.

I started a thread about the pay down thier nobody knows.I ask management if i transfer how much would i make.They told me half and i would have to pay into my ins.I think the pay was $14 tops.They have two to three drivers to a truck,maybe causing lower wages.At the same time keeping more people employed.
A teacher can give knowledge to those who want to learn.Then you have the types who dont want to learn.I did enough to pass .I was smart.I did little class work,no homework,but ace every test.Still pass.That why i say a teacher job is only good as the students that willing to learn.
