Walkability is what I value, as in an ideal world, I would be able to have the choice to walk and/or bike to work a few days of the week when the weather permits. I drive a honda, but I dont want to burn up my car commuting. I value my time, and 90 minutes of commuting a day isn't exactly what I would expect living in N. Carolina. If I wanted to do that, I would move to DC or Atlanta

I have found a few condos in the price range I am looking at, from South End to South Park.

Yeah... This is it. I've been trying to move uptown out of the suburbs for ages and would be happy with a dorm room, closet, studio, shoe box... But there is nothing below $1k.

Expanding your search will help - as Native said, there are lots of apartments going up in Southend, near Southpark, around Dilworth, Elizabeth, etc. However, its still pricey.

As for "like minded"... any of the Posts, Camdens, etc are usually full of YUPpies.

Have you looked at places near the Lynx rail?

I have looked at placed near Lynx rail and saw a few I like. I'm surprised the amount of inventory on the market right now. 30 days ago I saw four to five viable options, yesterday that number doubled. Best time to move is the winter it seems in NC.
