This man pulled his stunt just hours after a protest on this topic in his city. It's clear that he might have been a conservative trying to hijack his city's efforts.
As for HB2, it was not written in response to an actual incident. It was written in response to the passage of extended transgender rights. Had the general assembly passed HB2 in response to a Seattle-like incident; we'd all be having a different conversation today.

Spankys bbq or Glmore don't care that it was in protest or how discriminatory HB2 was.
That one might not be real, but this one was. It seems as though there is a practical issue with differentiating between cross dressing pervs, and pre-op trangenders.
Police say Norwood Smith Burnes, 51, of Rome, has a long record of indecent exposure and was on probation for public indecency when the latest incident occurred in the women's bathroom at Walmart in Calhoun, the Rome News-Tribune reported.
Burnes was in "stages of undress while on the stone floor and would do this in the presence of several young children," witnesses told police. When police arrived, they found Burnes wearing a short skirt and jacket, black leather coat, high heels, red nail polish, green eye shadow and jewelry.
