I can only say the demographer's UCPS is using are, if not the best, among the best in the US at doing this type of calculation. They have proven error rates of 1.5% +/- in past reports.

Fast forward to last nights "public forum" courtesy of Cropper and Crew - Again, all talk and no Q&A - Cropper was flummoxed as an audience member tried to ask the same question that the CAC has been asking in every meeting (at least the ones that I have watched) - What about grandfathering? I read this morning that the original motion - by Mr. Sides - at the December BOE meeting included a "no questions asked grandfathering option" - So I went back and watched on You Tube - Sure enough - Fast forward to 1:18 and watch & listen - And, the discussion goes on to say that the citizens advisory committee, superintendent, and senior staff would be in charge of figuring out how all this will happen - Dennis Rape chimes in at one point and says that he sees no reason why transportation, for the "no questions asked" folks can't be figured out.
Wicked webs are being woven - And our kids are stuck in the middle!

Does anyone know if the December motion by Gary Sides has ever been changed or amended? If it hasn't, then anyone can stay where they are - no questions asked?
It bares mentioning that a lot of the overcrowding issues we are seeing now are being driven by the NC LEG holding schools accountable for certain class sizes (as of the last LEG session which ended this summer) - with potential financial penalties for non-compliance - This is for K,1,2 - and maybe 3rd too? Not sure. Anyway, they need to do something to comply - But if "no questions asked" is still in play, it may be all for nothing -
Filing all of this under "Things that make you say hmmmmm"

This is all about the crusaders on this board undoing the "horrible wrong" that was foisted upon them by the 2013/2014 board and ensuring they also take care of their key allies in the process. Again, the options have changed in the maps, they are now listed as letters instead of numbers, you can't see the old versions. Anyone paying attention will have noticed how key players have manuervered to take care of their neighborhoods and the neighborhoods of their "friends".

Sides never has any clue what he's talking about. He's good for broad promises and statements that he doesn't have details or knowledge about. The grandfathering is just one of several criteria - all of which will conflict with each other at some point and compromises have to be made.

Aside from grandfathering, another criteria point is "Minimize the impact on students."

How many kids were moved last time? I honestly can't remember. The current proposals will impact the following students:

A - 2609
B - 4840
C - 5295
D - 4907

Look at key neighborhoods...Option A has the smallest student impact, but it doesn't take care of key neighborhoods (Emerald Lake, Oak Grove Farms for example).

It will be one of the other ones, and moving lots of kids will just have to happen.

You have to look at the big picture, not just one area. Option A is not viable because it leaves older, outdated facilities that don't meet modern building codes over capacity. For example---East Elementary 105%, Wingate Elementary-128%, Parkwood Middle-108%, and Piedmont Middle-103%.

Bubba, I am fine with the big picture. But let's just call it like it is. This group was totally against moving large number of students. Yet, it is OK now. Why is that??? Because it is moving them and their supporters where they feel they belong. And Emerald Lake, for example, was in 0 options for movement back to Porter Ridge. But now it moves back to PR in all but Option A. Why is that? Who lives in Emerald Lake? If anyone has the original CAPS Neighborhood Leads list they should post it...

Honestly, I have no idea who lives where. However, I do have concerns that Fairview is being grossly underutilized (almost to the level that warrants a school closing) in many of the options as a result of so many wanting to shift back into the PR cluster.

But, I did see that directive from a BOE member to Cropper to move people back into the Porter Ridge cluster in the realignment emails posted on the UCPS website, so I can probably guess.
