Anyone here have any idea about a noise ordinance in Chattanooga? LOUD residential construction next door began in the wee hours this morning. Ugh. Are there any laws that prevent them from starting so early?

Don't know if the ordinance applies to residential construction or the time it starts. Sounds like they have a dedicated crew . There is a noise ordinance that applies to music (really aimed at kid's car audio systems).

In Chattanooga, different sounds are regulated differently. For personal use, such as amplified music, working in your yard, street-performing (busking) etc... noise is limited to a maximum of 60db within 50 ft of the source between the hours of 9:00 AM and 9:00PM. After 9:00PM, the limit drops to 50db. As for commercial, such as construction, airports, and other activities requiring permits, the noise level allowance is considerably louder. This applies to licensed nightclubs and other business as well. Other activities requiring permits are also exempt, including public concerts, rallies, car shows, airshows, circuses, etc....
