I have not seen the Buick but generally pulley tension is controlled one of two ways... with a spring loaded pulley where tension is relieved by using a breaker bar to move the arm, or there are those that have an adjustment screw where the pulley anchor bolt in the center is loosened and then an adjustment bolt is turned.
Does it look like the one in this picture? If so, you release the tension by twisting the tensioner with a socket and a long breaker bar on the bolt in the middle of the black pulley. If you don't have a breaker bar you can also use two wrenches. Put the box end on the bolt then hook the open end with the box end of another wrench and pull on the 2nd wrench. It makes your wrench twice as long for more leverage.
Before you remove the belt, make sure there's a diagram under the hood with the belt routing. If there's none, make your own. May save some time trying to figure out how it goes back on. Good luck and be careful. These tensioners have coolant running through them.
