Unemployment Phone interview Bye Date (unemployment benefits, store, food)

I am unemployed since last year receiving UI benefits and have been out of luck to get any job. I worked in food store for 1 year, the store was sold and the new management kept firing employees. I knew that they would fire me anytime,as they were cutting hours every weak .However, i got a good offer from another office job, joined it.But i was let go of that office job after 4 months, as they were also struggling.I applied for unemployment after that job as i had no other jobs . So last week i received a letter stating that under 601A (voluntarily quitting job) they need to interview me. I did voluntarily quit my second last job because they reduced my hours and either way they gonna fire me and also i found another job and left for good reason . Also after i left that job whole management was fired within a month. Now, after 1 year why they are interviewing me ? What if they decided, i am not eligible for unemployment benefits, do i have to repay them benefits? I am in really bad financial situation and haven;t find any job. Why is it after 1 year i have to give phone hearing interview? Any suggestion?
