from route 53 all the way east is bad. West of there, not so much. It backs through st. charles though. When I did the commute from St. Charles to Oak Brook, I went down route 38, it seems to move better.

Thats pretty accurate. Rt. 64 West of 53 moves pretty well, but East of 53 is ridiculous. The St. Charles downtown area gets kinda jammed, too. But, youre not heading out that far anyways sooooo. Bottom line? Id avoid 64 for the most part, it can get hectic.

I am sure the "expressway like" portion of Roosevelt from Rt 83 into Hillside helps with traffic flow tremendously compared to the deliberate obstructions that Elmhurst has imposed on North Ave...

You can't fight the traffic planners and expect to win.

I've taken both Roosevelt and North avenue west from Oak Park past Glen Ellyn in the morning and east bound back in the afternoon. I can't say there's significant difference in driving times between the two. I think North Ave is most congested through the Elmhurst portion while congestion on Roosevelt Rd is more evenly spread out.
