I trying to find out if its common to allow employees to take 1/2 day vacation days versus full days?

Sure, I've done it, my employer doesn't care, but I usually just take the whole day.

I am also permitted to take vacation in 1/2 day increments.

Everywhere I've been in Chicago has allowed 1/2 days, and all my friends do it as well.

I don't think this is some regional thing though, it's only natural to let people do a 1/2.

One thing I've always found funny is no matter where I've been or who I'm talking to, the halves go like this:

8:30am or 9am - 12pm (3 to 3.5 hours)

12 or 1pm - 5pm (4 to 5 hours)

It's always better to take the afternoon off, no matter what.
