I would recommend Louisville bc it is the cheapest and least hyped of the three. It would be easy to start a photography business there bc less completion, and it is still a metro of 1.4 million that is surprisingly active.
I love Nashville and Austin, but they have gotten pricey and overgrown. Louisville is going to have more Midwest sensibility, a moderate and temperate climate, but still a bit of southern soul.
