What are the safest neighborhoods near downtown?

For what purpose? And for that matter, what constitutes "downtown" and "near downtown?" Some people consider all of Chicago to be "downtown" as relates to the whole metro area. Some people consider anything within a couple miles of the Loop to be "downtown." Some people consider the Loop/legal/business/financial district only to be "downtown." So perhaps you could help narrow down your definitions and provide some criteria?
