That is, unless you assume all are saved or that all will get a second chance.
If you believe that there is no second chance after death, do you think God still uses non-believers for his work?
Or does he just not 'interfere' in their lives anymore?
It'd be nice to think he's always working in his heart to draw them closer to him but there are passages in the Bible which speak of God hardening people's hearts so they will never come to him.

Ah, I fell for it...the headline led me to believe this was about universal salvation.

He doesn't care about the non believers, half believers, invalids, etc. that's pretty obvious to me.
Yes it is nice to think something like that....if everyone gets a 'pass' then what the heck are all these Christians doing these deeds or whatever for? Far as I can tell this isn't a situation where everybody's a winner by default.

God NEVER hardens someone's heart. They CHOOSE to do that all on their own. Everything in life is a choice. I wish people would stop putting God into the equation because he has nothing to do with what YOU choose to do, think, or believe in your heart.
To answer your question, of course he has a plan for everyone. But he doesn't determine who or what you choose to serve in this life. You do. Once you die and your soul leaves your body, all decisions and choices you have made are final.
