The passage reads:

45:7 I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things.

This does not describe a loving God at all.

How does this reconcile with the usual believe that God is only loving?

The actual word translated as "evil" means calamity. Different meaning than moral evil.

The word "create" in that verse is translated in Hebrew to cut, to pare down, to plane and polish. This means God uses or "controls" evil to accomplish his purpose, whether it be perfection or correction.

Goes along with the verse Romans 8:28 God works all things together for good.

Please provide a source for this. No translation or concordance I can find agrees with your posit.

The context is light and darkness. God formed the light, He spoke and it was and it was good and He divided it from darkness. The darkness over the deep (Gen 1:2) is spiritual darkness, God created not in Gen 1:1, He created a perfect world. The chaos is the result of the fall of "Lucifer", who is the origin of death and darkness, caused by rebellion, which is sin. Darkness entered into this world through Adam and was already present in heavenly places, when Adam lost his rule over the earth to the fallen angels, with which we now wrestle (Eph 6:12). Jesus conquered darkness and brought light= good=peace. Darkness represents evil=calamity and is the absents of God's presence. When God took away the protection from Job, the terror of Satan came upon him. Jer 23:12 says that God brings evil upon them. Light and darkness are dwelling places (Job 38:19). The wicked go to darkness (1. Sam 2:9), there is a walk in the light and also in darkness (PS 35:6; 82:5; Isa 9:2; Joh 8:12+12:35; 1. Joh 1:6+2:11). Light can become darkness (Luke 11:35; Mat 6:23). Darkness has power (Luk 22:53), evil works (Joh 3:19; Rom 13:12; Eph 13:12). God rescued us (believers in Christ) from the authoriyy of darkness (Col 1:13), that we may be sons of light (1.Thess 5:5). Beware, every unbeliever, who is not in Christ, is under the authority of darkness. This is evil and destructive, repent and come under the reign of Christ, which is God's love.

addressing the OP only. IMO, Yes this is a loving God, who created evil. this is used as divine justice. for example. if someone broke into your home, would God be just to let them go, or should they be punished for violating your rights?. well?. would God be unjust to let the wicked go free?. or should God just allow us to do whatever we want to do without repercussions. evil have its place just like everything else. most Christian think that the devil is sin. no, he's evil. God is in control of the devil.
Romans 13:1 "Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God". he's just an instrument, just as a Judge, or magistrates that enforce civil laws. evil is an instrument of almighty God for wrong doers. just read in your bible why God brought evil upon Israel.

Please remember that ' evil ' in Scripture is Not always synonymous with wrongdoing.
The Flood of Noah's day was an evil in the sense of calamity.
Such a calamity was used to protect the righteous against the wicked.
God IS love, and God is also just.
God's justice does Not allow that the wicked would take over the earth.- Rev. 11 v 18 B.
Remember what Jesus said in reference to Psalm 37 vs 11,29 as to who will inherit the earth ?
First the wicked will have to be removed - Proverbs 2 vs 21,22
The words from Jesus' mouth will be a calamity for the wicked - Isaiah 11 vs 3,4; Rev. 19 vs 11,15

As others have already pointed out "evil" in this context is very different from the evil deeds that people physically do. It simply means calamity or challenges. God create everything in duality: day and night, heaven and earth, man and woman, etc. Everything originates from Him. Isaiah 45:7 simply points that out, nothing more and nothing less. It is not how you interpret it. God didn't create evil monster to kill everyone on earth.
