Not at all. Any notions of right and wrong can only derive from our moral duties to an all-powerful God. Witchcraft, being an offense against God, is met with appropriate justice. Any 'morality', if not based in God, is simply taste or opinion.

Consider yourself lucky. You are less likely to have someone holding that belief elected to office up there in Canada. The scary reality is that in this country there are fundamentalists who would gladly ignore the Constitution and laws passed by governments in favor of God's laws.
(I've no idea how they determine which women are witches. Palm readers? Women who read their horoscope? Divorced women? Women who own brooms?)

Murder? I think not. Murder denotes the purposeful killing of an innocent person. An individual who practices sorcery or witchcraft is not innocent. You can claim there is no guilt, but God clearly says otherwise.
