The three frogs are simply the lies and deceptions employed by each entity to convince the already subdued governments and their citizens to blindly endorse and join the war against God and His elect. This happens just before the coming of Christ to defeat the armies of Satan(the dragon)the beast(the world-wide government) and the false prophet(the religious leader under Satan's control). At that time Satan will know it is his final act of defiance, and will soon be thrown into the abyss.
