It's the same wrath mentioned earlier in Romans 1:18.

Young's Literal

Romans 1:18 - for revealed is the wrath of God from heaven upon all impiety and unrighteousness of men

Or it could be referring to this

Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.

2 Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.

3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:

4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.

Believers are not saved from earthly governments.

So according to your understanding God is going to save us from the wrath of God? And you don't see anything wrong with that?

There was this mugger once that saved me from a muggers knife. I was so afraid that I was going to get stabbed. I am so grateful that the mugger saved me. And all I had to do was give him my wallet

God is protecting us from Himself with regards to how He handles sin. To be in the direct presence of God with sin is terrible beyond any human imagination.

Moses came down from the mountain after being with God for forty days. Moses got a tiny glimpse of God's light. The reflection from seeing God remained on him when He came down from the mountain. People who saw Moses ran away in total fear just from the tiny bit of reflection that remained on Moses. Now try being in the full force of God's presence - and you can't escape anywhere.

We are saved from God and how He deals with sin.
