16He that believeth and is baptized shall be saved; but he that believeth not shall be damned.
shall be damned, though in the future tense, also denotes the present tense as well..being presently damned enures the certainty of being damned in the future at the Judgment..
The word damned is
katakrinō and means:
to give judgment against, to judge worthy of punishment
This Judgment of God proceedteth from His Throne on each of us before we are born, or having done any good or evil..
The reason why some people dont believe the gospel, the true Gospel, is because they are in a damned state of unbelief, and hence they cannot believe...as illustrated in Johns writings jn 12:
37But though he had done so many miracles before them, yet they believed not on him:
38That the saying of Esaias the prophet might be fulfilled, which he spake, Lord, who hath believed our report? and to whom hath the arm of the Lord been revealed?
39Thereforethey could not believe, because that Esaias said again,
The religous Jews, who were not of the remnant of the election of grace in that nation, and whom Jesus called children of the devil jn 8:44..
Though they had witnessed so many miracles by Jesus christ, yet they believed not..and in vs 39 we are informed that they could not believe..
They had not the ability to believe..for this [believing on Jesus christ] has to be given by God according to paul in phil 1 29..
And this believing on him is given on behalf of christ says paul in the afore mentioned reference..
So, back to jn 12, they could not believe, simply because the death and blood of Jesus christ was not for them [the devils seed], because if it was so, they could not be in a damned state and could be believe in evidence of that..
The false gospel teachers have so twisted the scripture to their destruction, that they try to imply that one is damned because they refuse to believe, hence making believing a condition for salvation..
But the Truth, as it is in Jesus christ, is that one is first damned by the sovereign decree, Judgment of God from eternity, then that results in their not beaing able to believe, no matter how many miracles they see..it just cant happen ! Why ? Because they are in a accursed, damned state..born that way..peter says in his epistle:
2 pet 2:
14Having eyes full of adultery, and that cannot cease from sin; beguiling unstable souls: an heart they have exercised with covetous practices; cursed children:
Now, the elect, even when dead in sin, cannot be cursed..why ?
This is why gal 3:
13Christ hath redeemed us from the curse of the law, being made a curse for us: for it is written, Cursed is every one that hangeth on a tree:
So its impossible for any for whom christ died, became a curse in their behalf, can be born cursed children..This can only apply to the devil and His children.. They are cursed because their father is cursed.
So not believing the Gospel, nor believing on the Son as scripture sets him Forth, means one is already in a damned state, it can only get worse from there..

you gave the meaning, you see, it does not imply that very harsh notion, that English damn (or German "verdammen") implies, no biblical believer in the reconciliation of the whole (Col. 1:20) denies judgment, this verse does say nothing about endless punishment
You just dont see the Truth and are blinded to it..
