God's promises are conditional. If ye be what????? ==> be willing and obedient.

Isaiah is OT centuries BEFORE Christ. He was writing for savage primitives who had no real concept of self-control without some external authority (God, Pharoah, King, etc.) threatening them for disobedience. If you wish to remain a savage primitive in your relationship to God . . . that is your choice.
