It is the Holy Spirit within us all that is the living Word of God (Jesus) available to us to interpret what God has "written in our hearts" and what is "written in ink" using the "mind of Christ."
1 Corinthians 2:13-16 (King James Version)

14But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know them, because they are spiritually discerned.

16For who hath known the mind of the Lord, that he may instruct him? but we have the mind of Christ.

Spiritual and spiritually discerned refers to directly received "consciousness to consciousness" (Spirit to Spirit). If the written word was meant . . . anyone can read that. That is why we can have the "mind of Christ" within us to understand God. Only instructions about righteousness can be communicated by written words (Scriptures) as can learning about the predictions of Christ and the Good News giving us hope . . . but understanding God is Spiritually discerned directly using what God has "written in our hearts" and the Holy spirit within from the living Word of God (Jesus) abiding in us.

27But the anointing which ye have received of Him abideth in you, and ye need not that any man teach you: but as the same anointing teacheth you of all things, and is truth, and is no lie, and even as it hath taught you, ye shall abide in Him.

2 Corinthians 3: 2-6 (King James Version)

2Ye are our epistle written in our hearts, known and read of all men:
3Forasmuch as ye are manifestly declared to be the epistle of Christ ministered by us, written not with ink, but with the Spirit of the living God; not in tables of stone, but in fleshy tables of the heart.
4And such trust have we through Christ to God-ward:
5Not that we are sufficient of ourselves to think any thing as of ourselves; but our sufficiency is of God;
6Who also hath made us able ministers of the new testament; not of the letter, but of the spirit: for the letter killeth, but the spirit giveth life.
We are "born of God" (adopted, conceived) while in our physical bodies (spiritual embryos) . . . we are not reborn as Spirit until we die . . as Jesus did and promised us. Our spiritual embryos are sealed in His Holy Spirit within and He is helping us to walk in the Spirit and not the flesh as we mature in Christ.

6That which is born of the flesh is flesh; and that which is born of the Spirit is spirit.

8The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit.

None of us while in our physical bodies is "like the wind," period.
Rom 7:18 For I know that in me (that is, in my flesh,) dwelleth no good thing: for to will is present with me; but how to perform that which is good I find not.
Rom 7:19 For the good that I would I do not: but the evil which I would not, that I do.
Rom 7:20 Now if I do that I would not, it is no more I that do it, but sin that dwelleth in me.
