But is it a pedestrian food? can people go do their errands on foot and walk up to a vendor on the sidewalk selling it?

actually, yes, you can. they have taco stands in some areas.
some ice cream trucks even sell fritos w/chili in a bag.

or (roasted?) corn on a stick.

Primanti Bros. in Pittsburgh makes sandwiches with coleslaw and french fries on them so you can eat your lunch with one hand and work with the other.
