Which would you live in and why?
Im wanting to leave where I live now with somewhere with a good COL.
which has a better QOL AND COL? And which gets you more for your money in terms of housing?
Well Detroit and Miami both have a high rate of crime but Detroit's is a lot higher and a pretty dangerous place (from what I hear).
Miami for me just cause it's similar to what I'm used to and because I feel it would be a lot safer than Detroit.

Well, most of the Detrioit suburbs are very safe I heard and with a low cost of living.
Ann Arbor, Michigan is actually an awesome college town not far away from Detriot.

I used to go to school in Ann Arbor, Michigan before transferring to UT Austin.
Detroit has some beautiful suburbs, nothing at all as beautiful around Chicago by natural scenery is what I mean. And they are safe.
To the OP: go where the job offer is best for you, where you can make a better living. Miami is a great city, Detroit is underrated and often ridiculed for the over inflated sense of problems people think it has.
You can live a comfortable lifestyle in both.
But what would you like in a city? We need to know more about your preference? How important is weather and recreational activities?

I can go to either one.
I rent houses to people sometimes with section 8 thats how I make my money. Detroit will not offer much rent but its a low COL. At least compared to Miami it is.

Weather is not that important. I heard Miami rains in the summer and Detroit has harsh winters. I think sports are important and as long as I can play 3 or 4 months out of the year that be great.
The miami metro has plenty of safe areas too. You can play sports year round in miami if you want. I've played sports in the summer here its not that bad. There are many sports leagues in FL that go on during the summer and they play outside. But from oct-april is when its perfect.

Weather may not be a factor in making your decision, I understand that. However, just know that rain during the Summer in Miami is not the equivalent to the oppressive Winters in a place like Detroit. The rain every afternoon in Florida is what actually cools the state down and makes going out in the evening bearable after a long hot day. I'm sure a fresh snowfall doesn't have the same effect on Detroit's patio dining crowd in January.
And we hunt caribou and polar bear, and live in igloos.
C'mon people. We haven't had a harsh or oppressive winter in Detroit in years. Most winters I have to shovel my drive and walks maybe 5-7 times the whole season. Because of where it is situated on the Great Lakes, Detroit has a mild climate for its latitude. Chicago and Cleveland get much worse winters.

And people in Miami wear shorts in January and have sunlight and clear skies all winter.
Miami is hot in the summer and gets a lot of rain. But the rain is nothing like snow and also it gets hot everywhere during the summer look at the NE the past few days. Miami is just much more consitant of course.
Anyway Detriot will be much cheaper I am sure. Miami will give you a better quality of life. I am sure some Detriot suburbs are nice but the actual city I have heard is terrible and extremely dangerous. Miami is no utopia but its crime is not that bad. Miami has much more to offer then Detroit but Detroit will be a cheaper place to live and will give you much more for the same price in real estate. You can probably but a much nicer home in Detroit for $500,000 then in Miami.
