Might be a reason they are a bargain. Other than Pittsburgh, you could not pay me to live in any of them.

No surprise that college towns have a significant presence on the list. Towns like Ann Arbor and Fayetteville are quite well-regarded when it comes to college towns, which usually offer a nice quality of life.

Not surprised and Rochester might pleasantly surprise many people. Ann Arbor is very nice and cosmopolitan for it's size.
