Just checked and Houston's participation rate was 70% and Dallas' was 68%. That's not really all that much better. If there is a huge swing then the theory will hold true, but I'm still thinking that Chicago overestimated how many residents they had in combination with a poor count.

Meh its not that surprising really. NYC participation rate is like 63% and Jersey city is even lower at around 60%. It sure sucks that legal immigrants can't fill out a census form unless they speak ~4 languages that are on it. it is oh so obvious that immigrants from Indonesia get to fill out Chinese/Spanish forms.

For what it's worth, I always thought that New York was under counted to in this aspect. It really is amazing how a few people can ruin it for a city and state, isn't it? The way the US Census operates is outdated, and its just very inefficient method altogether. They really need to implement better tactics than they already have set.
If they had better turnout's, maybe some of the states wouldn't lose as many electoral seats as they did.

About 10% of the city residents DO NOT EVEN SPEAK THE LANGUAGES THAT ARE ON THE FORM TO BEGIN WITH! How the hell are they supposed to fill them out?
Census treats NYC like its Texas (no offense to Texas) where everyone either speaks English/Spanish + maybe a little Chinese.
It would be a major breakthrough if they found out that the majority of people from Asia DO NOT speak Chinese and the majority of the people from Eastern Europe DO NOT speak Russian, and Africans DO NOT speak Spanish!

The US Census fails!
They need to be torn down, and restarted from scratch again. The US Census agency is known for frustrating people (those that care at least) but they're really a very incompetent agency to begin with. I think I got counted twice for two different cities.
But it's not just Chicago residents not participating in the Census. Apparently, Chicago has lost a lot of the working/middle class residents. Yeah, there are a lot of shiny new highrises, but that doesn't mean the city is growing. There is also a huge Black flight out of Chicago. And Chicago demolished a lot of housing projects. Families replaced by singles and couples.

And then the things like how both the Illinois Department & US Census went on to report how the city population increased from 2007 to 2009, doesn't make much sense at all. And how they stated in the 2.8 Millions.
It doesn't have to be wrong information, but its not publicly correct information if they want to go through a decade of lying, over counting, or overstating reports and then display just the opposite. That's just a very messed up policy from the US Census, whether if a city is experiencing gains or losses.
Those are correlated information based solely off lies or overstatement, in my opinion.

Chicago's numbers were actually identical to Philly's for the 2000 and 2010 Census.
I can't say that either city did a poor job of getting people involved. I just think it's difficult to get people, particularly lower-class poor people, to take a Census form seriously. And there are a lot of poor people in big cities like Chicago.
