Can I make a new state that consists of North Idaho (the panhandle), western Montana to about Missoula, and the 50 easternmost miles of WA thrown in for good measure?

Boise is a nice city, it's just too barren around there for me.

Most scenic: I'm going with Utah, in terms of scenic variety between the canyons, desery, and the mountains its tough to beat
Best National Parks: Yellowstone & Grand Canyon take the reigns as parks themselves, but Utah five of them and they are all glorious, Arches being the coolest.
Best urban/suburban areas (big, medium, or small cities alike): I like Albuquerque and Santa Fe the best as they seem to march to their own drumbeat the most with lots of color, culture, and artistry. The region certain has some other great cities liek Denver, Tucson, and Boise, but NM cities are my favorite.

Best water access (lakes, rivers): Definitely Idaho. Northern ID has the largest collection of lakes in the West. They are awesome, Priest Lake being the best and most unspolied backdropped with Northwestern evergreens and mountains.
Best skiing: Colorado's got this. Every one of these states has good quality skiing but for the resorts, the mountains, characteristic ski towns Colorado by leaps and bounds (though Utah being a closer second).
Best climate: New Mexico for me. Snow stays in the higher elevations, 300+ days of sunshine, at a higher elevation than most of Arizona so quite a bit cooler in the summer. Albuquerque has the best four season climate for my liking.
