And just to clarify, they described Silicon Valley as
"San Francisco, Palo Alto, San Jose, Oakland", so it seems like they're using the whole Bay Area CSA as their measurement. Which makes sense, as "silicon valley" does extend beyond the SJ MSA border. But it looks like they're including areas beyond the borders of Silicon Valley (SF, Oakland), so it seems they should have just said "Bay Area" instead.
edit: though much of silicon valley are suburbs of SF/Oakland, just like they are suburbs of SJ, so i guess you could consider SF/Oakland themselves as part of greater silicon valley or something (and SF actually does have some technology and tons of internet stuff itself, and is adding more quickly). The term is sometimes used to just refer to the Bay's tech industry as well, so I guess saying Silicon Valley could make sense. But Bay Area still sounds better.
