vegas has better dining, better airport (SMF is useless), better nightlife, better scenery, better tax structure, etc. vegas wins by a pretty significant margin.
LV is a sandbox. Fun place to visit for a few days and that's it. Who in the world would want to live there?
I'll take Sacramento any day. Walkable neighborhoods, bike friendly, tree-lined streets, Victorians, the Sacramento and American Rivers, the American River Parkway, kayaking, rafting, boating, downtown/midtown, Old Sacramento, and proximity to the Bay Area, Tahoe, snow, mountains, Reno.
Sorry, aside from entertainment, Sacramento offers me a better lifestyle than Vegas.
Neveda is the nation's colon. I don't see how anyone could live there. The economy is terrible, with no real jobs outside the tourism industry. At that point you might as well live in orlando.

I agree with you.
I lived in South Florida for years, and I'm convinced that the only metro area in the entire country with worse people quality is Vegas.
I now live in Phoenix, and I must say that Phoenix is a much better alternative to Vegas if it's desert living someone desires--better economy, better weather (warmer winters, more rain), better scenery (Sonoran Desert > Mohave Desert), better gun laws, and much better people.
2018 update on the opinions of these cities. There is a decent number of crossing back and forth between the two, as in, people who are familiar with both cities. Vegas isn't particularly a city I find appealing, but it's reputation as an all-around city seems to be rising fast. Sac also seems to be rising as well, and overall I think they are probably on equal footing...
Where would you choose and why? For my money these are two of the West's rising cities...
Vegas is a well known tourist destination worldwide so of course it will have more entertainment,but I would much rather live in Sacramento simply because of it's Greenery,Climate,Proximity to the Bay Area and it's more Down to Earth and Laid Back,but I don't mind visiting Vegas once in a while,but then i'm ready to come back home to good ole California

Las Vegas is probably one of the worst cities to live in the country. Sacramento definitely beats Las Vegas in everything except entertainment, however I have to note that its not even entertainment Im fond of.
Also, Sac is not as inland as LV, it is only 1.5 hours to the ocean. It is also very green and surrounded by greenery. It also has a charming central city with a bohemian vibe and independent movie theaters. LV is just a hellhole in the desert full of tacky casinos and prostitutes.
Both are hot, inland, high growing Western cities with metro sizes of around the same population that are receiving overflow populations from their adjacent CSA's (Bay Area for Sacramento, LA for Las Vegas) and are primarily known for one industry (Gambling for Vegas, State Government for Sacramento), and were both hit by the real estate crisis.
