Most people outside of California don't understand that Silicon Valley doesn't refer to an actual place, but rather to an industry spread out over several counties and cities. There isn't a sign that let's you know you are in Silicon Valley. The San Jose airport has tried to market itself as the airport of Silicon Valley, but will freely admit that SFO actually is. Caltrain is its main transportation artery, with termini in San Jose and San Francisco. Etc.
It's loosely defined by the area of the Peninsula anchored by and including San Jose in the south and San Francisco in the north.

You know very well San Francisco is not generally considered part of the Silicon Valley. It refers almost exclusively to San Jose and it's suburbs.
The Silicon Valley does not represent the entire Bay Area! Please don't bring up any CSA stats because that has nothing to do with this.
