I know the best are mostly in California or New York, perhaps Chicago but I want to see how people vote if I ask what cities have hardly any chinese food or real crappy places at the least. This goes for Thai, Chinese, Vietnamese.. anything Asian.
Dallas, OKC, ATL, almost all if the south for the exception of Houston.
Atlanta and Dallas too huh? I didn't even think of that. Like I said, seems only the East Coast, Cali and Chicago have the best options. Oh I think you forgot Austin too on the good radar. It might be just a few steps down from Houston.

Nonsense at Dallas and Atlanta. They aren't the best, but they certainly aren't the worst. In the Dallas area, the Chinese food in the suburbs to the Northeast of the city is actually very good albeit there aren't as many options as you will find on the coasts.

The Chinese community in Austin is much smaller than Dallas or Atlanta as are the options there so I don't know where you got that from.

Well for such a large metro it was hard for me to find decent Chinese, but maybe I was looking in the wrong places.

If you didn't look in Plano, Carrollton, Garland, or Richardson, you looked in the wrong places. Plano has the best of the mentioned cities as well as its the center of the Chinese community in the Dallas area.
It's easier to find in a city like Houston because they have a designated Chinatown. Dallas and Atlanta have no designated Chinatown because the Chinese communities are newer. The way it works here is that you have Chinese strip malls scattered throughout the suburbs with the largest Chinese populations. They may be harder to find, but you can still find very good and authentic ones. The places I go have their menus in Chinese.
I would think Atlanta, Dallas both had decent asian food. Chinese is too ubiquitous and they are too big. Buford Highway in Atlanta is asian restaurants for miles though the area is mostly an eyesore of strip malls.
When I was in Memphis I don't remember seeing any Chinese food establishments at all. Save for perhaps a Panda Express, which I don't count.
Memphis should be disqualified. I've driven through there twice on the way to Chicago before and I've looked up Chinese food on my iPhone, it would return results to me for P.F. Changs.
Worst Chinese? The places you have to fight tooth and nail to spot a Chinese guy should automatically be a hint.
