I think the OMB or the Census bureau can just declare NYC and Philly a special case like they might do with UA's. Meaning they can always say "even though these two areas met all the CSA requirements we will still treat them as separate entities".
They actually referenced it as such in a postition statement (need to track it down running out now to spend time in Census technical NYC CSA known as Rittenhouse Sq.)
Technically I believe Philly and NYC meet the CSA connection requirements today via a connection of Burlington County NJ that has a MSA connection to the Philly and CSA connection to NYC (it only takes one county to combine under the current criteria)
The Census positioned they would not make the connection
They also referenced specifically that Reading PA's UA and Philly's UA while connecting per the criteria will be left seperate as they did in the case of the Trenton UA with Philly (though that is dicier because it connect as a CSA to two MSAs by the numbers
End of the day a lot of population in close proxity with two large (one enormous) at either end

I take it from the SF-OAK MSA and SJ MSA being separated here that they didn't combine them into one MSA. What will it take for this to happen to finally accurately reflect the size of the Bay Area's MSA (SF-OAK-SJ)?
The CSA is so ridiculously huge, but the MSA's are split up and don't reflect the metro area at all...guess we'll just have to keep explaining this distinction in future threads where the size/definition of the Bay Area comes up (an inevitable discussion so long as SF-OAK and SJ are split into two).
Not much changed for the Alabama MSA's, other than Montgomery adding Lowndes County to its MSA.

The only commuting numbers that are relevant are the ones from any county in sacramento to the core counties in the bay and any county in the bay to the core counties in sacramento.
If commuting to all counties were considered states like California and Florida would turn into one giant metro
I don't think we can call it "Bay Area" anymore but instead Greater Bay Area (akin to Greater New York, Greater Los Angeles, Greater Chicago, Greater Houston, Greater Metroplex, so on) since it has three counties not touching the San Francisco Bay now with San Benito, Santa Cruz, and San Joaquin.

Before this is all over, the Bay Area will be much, much bigger and now we might even absorb Sacramento sooner than I even thought.
