I would only put NYC and maybe LA or Chicago above Philadelphia when it comes to being a basketball city.
Between professional players and coaches that hail from Philly, The Big 5 Collegiate history and The Sixers history (althought at present they are abysmal) and the street ball culture, it is hard to find a better basketball city than Philly.
That said, when it comes from a talent standpoint, there's not many beating DC lately.
The "lately" part of your statement deserves emphasis.
