Minneapolis and Winnipeg are culturally similar sister cities and the comparisons don't stop there Manitoba and Minnesota are similar culturally and geographically. Which one do you like more the US one or the Canadian one?

LOL, sorry I just have to giggle when I see Manitoba in the same sentence as smackdown. Canada has some outstanding superlatives, but in the prairie provinces, not so much. I'd imagine Minnesota is on top in most of the listed criteria. I even have to wonder just how similar Winnipeg and Minneapolis are.
The problem with this comparison is the same one that comes up when comparing any two metros (or states) of such dissimilar populations. To put that into perspective: Minneapolis has about the same metro population (with a larger GDP) as Montreal, while the US analog for Winnipeg would be a place like Madison of Wichita. Minnesota is over four times the population of Manitoba, and Hennepin County (Minneapolis) is virtually identical in population to the entirety of Manitoba.
In virtually all of the criteria, this isn't even close. From my perspective, the only one in which Winnipeg may come out ahead is politics--but even that has more to do with the comparative federal political climates of The US and Canada than anything local.
With that said, I do like Winnipeg, and I get there every couple of years. I can understand how someone might see Winnipeg as a very scaled-down and less cosmopolitan version of Minneapolis.
