update: I just did a little online research on Sienna Plantation and it's 66% white and 16% black. I wouldn't exactly call that a black community. A community should at least have over 50% blacks to be considered a black community. Name me at least 1 community in Houston that's over 50% black that is prospering. Quail Valley is 64% white and 20% black. Also not a black community.
I'm wondering if the poster was referring to certain parts of those areas of Missouri City/Fort Bend County. Here are some areas where either the Black population is at least middle class and up in those areas. Some may be pluralistically more or predominately Black or the Black percentage is substantial: Census Block Group 671002-3 in Fort Bend County, Texas

I'm sure there are other areas nearby that are similar as well. You can do this for the other 2 areas, especially if you are privy to certain areas where you have an idea where such areas exist and they pretty much exist in most top 100 metros to some degree.
