If by that you still mean best/most food variety, Oakland and Jersey City come to mind.

That list is opinionated.
Not based on opinion? That's all ANYTHING is based on.

If we're going for a single, definitive answer, then it's New York City.

Best Variety/Quality

1. NYC
2 .Chicago
3. Los Angeles

Best High End Cuisine (judging my Michelin Stars)

1. NYC
2. San Francisco
3. Chicago

Best Street Food/Vendors
1. Los Angeles (yes, LA has been booming with street food and I think it deserves the number one spot now)
2. NYC
3. San Francisco (it has gotten worse as far as food trucks go. I was disappointed on my last visit, but it's still top 3)

Overall Ranking

1. NYC
2. Chicago
3. LA/SF (tie)

Notice that in any of these cities, you are pretty damn well off when it comes to finding something good to eat.

Good list, but I really think Portland, OR should be on that top 3 for street food. Their street food scene is insanely good.
